You are correct, TSM will use private tapes with an "EMPTY" status first,
before using scratch tapes.  Did you verify whether the defined "empty"
tapes are assigned to the correct storage pool?  Run a "q vol" on the tapes
that you say are empty and verify their assigned storage pool.

We have some empty tapes and some scratch tapes, we assume the TSM will use
the empty tapes first ( within same storage pool ) before using scratch
tapes. But the TSM uses the scratch tapes instead. These empty tapes are in
'READWRITE' stauts and the storage pool defination for the node has
maxscratch defined, migdelay=0.

Any idea why?
