One other place to check is the following:

This describes a problem with a different install package, but the
principle is the same, so the remedy described in the article may work for
TSM as well.

If that does not resolve the problem (and none of the other ideas
presented on this forum work out), then the next step would be to contact
IBM support.

I have done numerous W2K installs, and have not had any problems.

Please check for any third party software that runs on this server such
as Antivirus or monitoring software. These need to be uninstalled or at a
minimum disabled prior to install.
