Error Description:
When upgrading to any 4.x server, the web admin interface
remains downlevel. The latest .idl file is not reloaded
during the upgrade. This causes a variety of options to be
missing from the web admin interface, including client backup
sets and many help features. This problem occurs when upgrading
from any 3.x to 4.x server, and also from any 4.1.0.0 to
4.1.1.0 server.
Local Fix:
After the server is upgraded, ensure that each defined server
instance is not running as a service or console. CD into the
server directory and run:

dsmserv -k server1 runfile
"d:\program files\ibm\adsm\server\dsmserv.idl"
.
The above command gets entered on a single line. The full path
of the idl path should be used and if it includes spaces the
path needs to be in quotes.

Temporary Fix:
Manually upgrade the web admin by running the dsmserv runfile
command against the new dsmserv.idl file

Problem Conclusion:
In order to upgrade the web administrator the initialization
script must be modified to perform this action

I had this once also. The problem is a missing symbolic link. I wish I could
remember where, but I can't. It is somewhere in /usr/lib/nls, I think. I
logged a support call and it didn't take long to fix.

I've just installed TSM 4.1 Server on AIX 4.3.3 (IBM AIX F80) but when I
tried this command:
./dsmserv runfile /usr/tivoli/tsm/server/webimages/dsmserv.idl
I got the answer:
ANR0000E Unable to open language en_US for message formatting.
ANR0000E Unable to open message text file for message formatting.
But when I look with smitty the installed softwares, I can see all of this:
