The reason is that checkin/checkout affect the devclass not the stgpool.
If there are more than one stgpool over the same library/devclass and you
have restricted storage privilege over only one of the pools - you might
checkout libvol assigned to another pool.
That's why you need unrestricted storage privilege. System privilege
contains "unrestricted everything" thus unrestricted storage.

Hi Julie,
you need UNRESTRICTED storage privilege or SYSTEM privilege to issue
checkin/checkout commands. By your list you have restricted storage
privilege to storage pool BACKUPTAPE, this is only problem.
