The reason is that checkin/checkout affect the devclass not the stgpool. If there are more than one stgpool over the same library/devclass and you have restricted storage privilege over only one of the pools - you might checkout libvol assigned to another pool. That's why you need unrestricted storage privilege. System privilege contains "unrestricted everything" thus unrestricted storage.
