Wanda, the reason to have 4.2.1.13 before .15 is TSM drivers. Patch 15 ships without driver component. So for any server or storage agent to be upgraded you should have patch 13 first (Windows). For AIX it was little bit easier - untar both patches in a directory and update from there. Driver would be at .13 and server/SA at .15.

When you go to the FTP server to download the 4.2.1.9 patch, there is a short README file in the directory. Check that, it will tell you if there are any pre-reqs.
