I have spoken with TSM Engineers and with those here on this list
serve and a Engineer from TSM B-A Client team TSM has stated in that they do
not support a "BMR", however they do give restore steps that can be "used"
in a disaster recovery way" to obtain your system objects and file level
data, back again. I was given this link to the red books. Hope this helps.
