Ken, You're on the right track here.. just missing the fact that you need to register the Oracle node (for example <hostname>_ORA) in the new domain. Once you've done this, you effectively have two TSM nodes. One for your new Oracle node and one for the OS and the rest.
You should be aware that the TSM server will not automatically expire any of your Oracle backups. They are uniquely named and the only copy group parameter which should be used is versions exist and this should be set to 1. Be sure to set your Oracle management class as the default management class 'tsm> assign defmgmtclass <domain> <policyset> mgmtclass' and the activate the policy set with 'tsm> act pol <domain> <policyset>' Hope this helps!
