We have basically decided that Tivoli will never be able to provide enough testing resources for a product as complex as TSM. So, we are not going to implement 4.2.3 until we have our testing environment fully implemented. 4.2.3 fixes a problem we have, but the potential pain it could cause us is just not worth the risks.
There have already been a number of problems reported on 4.2.3 though none appear serious. I have not even gotten a response on what level 4.2.3 is related to patch levels in 4.2.2.x.
