Version 5.1 supports MSCS clusters. Have a look at the TSM 5.1 Technical Guide - Page 288.

Only one TSm Journaling Engine Service may be installed on a machine and the TSM Journaling Engine Service can not dynamically start/stop monitoring shared disk.
