Philip, What does your TSM Server schedule definition look like? Is the SQLFULL.CMD being executed at all? I would bet that it isn't.
Take a closer look at the schedule definition to see if there is a problem with it. One example, I have seen is that if there is a space in the path name to the SQLFULL.CMD and you did not put the proper quotes around it. If this is the case look back a the archives of this list and you will a solution to that problem.
