To solve this follow the steps: 1st - stop the tsm service; 2nd - run the command and wait that this finish to process: dsmserv runfile d:\tsm\server\dsmserv.idl (pay attention putting your right path of the file dsmserv.idl); 3rd - start the tsm service.
