Is your library set up as "manual" in the devconfig? In my experience, using an external library requires this setup for the DB restore. Give that a shot. We had similar problems with a DB restore one time using an STK 9310 Library. Once we had the devconfig right, it worked like a charm.

I saw these same errors setting up a TSM 5.2 server in an AIX environment going to a STK 9310 using Gresham EDT software. I could do
desttype=libraryread/write to any tapes. My problem was, after I defined the library I needed to run the define path command;
define path tsmservername stklibraryname srctype=external
enabled. I didexternalmanager=/usr/lpp/dtelm/bin/elm
The externalmanager path will be different. I hope this helps

STK9310 with 6xit many times successfuly with other libraries (almost local SCSI connected). I prepared DB and RL volumes the same size and location as original by DSMSERV FORMAT command and try to do restore DB (DSMSERV RESTORE DB TODATE=date). This is important part of output:
