No, but you could write a script that traverses your file systems to
identify files that meet your modified date criteria, store those
fully-qualified file names in a list, then perform a selective backup with
the -filelist option.

Without taking a full TSM backup is there a way to tell TSM to backup
everything that has a specific modified date?
