You may have a little confusion about Reclamation and Migration. Do 'q stg xxxpool f=d' and find 'Reclamation Threshold' which governs how reclamation will be done.
Highmig=xx and lowmig=xx are parameters that works only for Migration of data from one pool to another. When a stg reaches highmig #, it kicks migration until reaches lowmig#. Hope this helps.
