The previous answer was wrong and misleading. The correct answer is:
you need at least policy authority over the policy domain (the node is
in). Other options are unrestricted policy authority or system authority.

Does Owner admin authority class allow you to reset the password for a
node for which you do not know the password? If so, how would one do
