You were right, of course...
For some reasons my tivoli.tsm.msg.en_US.server and
tivoli.tsm.msg.en_US.webhelp are downleveled.
I will plan an upgrade somewhere next week, thanks!!!

Eric - On the IBM web site, search for "not available for language en_us".
       There are several hits, one of which talks about inconsistent
message filesets.
