If you are referring to the administrative command line interface, then you don't need anything else: the dsmadmc program on AIX can communicate with any TSM server, regardless of the operating system on which the server runs.
As someone else has already noted, the admin CLI is also available for Windows platforms by doing a custom install of the Windows client. But it is not necessary to go "AIX admin to AIX server" or "Windows admin to Windows server". Going "AIX admin to Windows server" works just fine.
