Mike, take a look at the DEFINE CLIENTACTION command in the TSM Admin
Reference (or do "HELP DEFINE CLIENTACTION" from the Admin CLI). It will
answer your question.

define clientaction?

Within dsmadmc you can use the 'define clientaction NODE
action=incremental'
to schedule an immediate backup. This backup is incremental, though. How
do you use 'define clientaction' to schedule a full backup?
