There is no override for the return codes. RC 12 means that something else went wrong; it's not a good backup (at least not as defined by TSM). Check your dsmsched.log and dsmerror.log file for errors that pertain to something other than skipped files. If, except for skipped files, a backup otherwise runs successfully, the RC will be 4.
See the client manual chapter on automating tasks for further info about the client return codes and their meanings. If this does not help identify the problem, then posting your log files would certainly help shed more light.
