i think you have to add another rec log volume or issue q log to see how large it is , and that issue extend log with smaller size

The max recovery log utilization is too high. Condition (100.0 > 90) Recommendation: Ensure that TSM database backups are working properly.
With "extend log 1000" on commandline i get : ANR2447E EXTEND LOG: Insufficient space to extend recovery log by requested amount.
