I believe I had anticipated that when I created the volumes. The remote-devclass has mount limit of 2.
The max mount point for the remote server is also set at 2. This is part of the reason why I was confused. I've run into a problem with insignificant mount points if the maximum number of scratch volumes was not high enough. (I've increased this value as well).
