Have you restarted the instance since you set the environment variables?

The 'db2 backup' command may be understood as making a request of the
server
instance, which does all the work.

It is the environment (DSMI_CONFIG, etc) of the process which is running
the
instance which is relevant, not the environment of the process running the
'db2 backup' command.
