Chris, That is because incremental backups are uniquely named. They are forced "inactive" (deleted) when a new full backup is created.
Try this: Version Data Exists : 2 Version Data Deleted : 2 Retain Extra Versions : 20 Retain Only Version : 20 Having "Version Data Deleted" as 0 is causing the problem.
