Indeed it was an inittab entry. Thanks to RClark and some kind folks at TSM development.

I suggest you check the output of "lsitab -a" to see if there is an old entry from a previous install try in inittab. Rainer Tammer also posted a note to the adsm-l list about manual uninstall docs being included with ISC. If you search for "stuck ISC install" at "http://my.adsm.org/adsm-l.php";; the info should pop right up.
