The TSM Problem Determination Guide has a section titled
"Troubleshooting the client scheduler", which leads you through steps.

Always keep in mind that the scheduler is serial: thus, if the
previously scheduled event has not completed for any reason (is still
active), then nothing further can be scheduled.
