We manage everything with TSMManager. With it, we can easily move tapes to an "onsite vault" (i.e. a physical shelf in our onsite vault). We go through the list of tapes and pick ones that are 100% full, and eject them.
If a tape is needed for reclaimation, a mount request comes up, which TSMManager traps and alerts us with a message/bell/warning and then our operators get the tape from the onsite shelf and checkin to the library that needs it (we have 2-3583). I highly recommend TSMManager (http://www.tsmmanager.com for a free trial). It is well worth the money. Yes, it is an administration headache, but it works (and is much cheaper than buying a disk farm). But, if you have the money for a disk farm, go for it.
