Curtis, If you had read the context more carefully, you would see that
Richard's "skimpy" comment referred *not* to the TSM 5.4 enhancements
but rather to IBM/Tivoli's documentation of those enhancements:

IBM is a bit behind on that...
There is
   http://www-306.ibm.com/software/tivoli/products/storage-mgr/
enhancements-v5.4.html
but very skimpy compared to its predecessors.
There is no TSM 5.4 Technical Guide yet.
Mostly, the changes are outlined in the front of the respective manuals.
