We cost the Tivoli license in the project when we order the new system. The yearly "support" cost we pay out of IT funds (which is budgeted).

We were recently audited, as IBM is reaching out to all of their TSM customers to ensure that they are adhering to the new standard. A debate arose on whether or not we should eat the cost as a department, or begin charging the various departments (which we've done recently in some cases) for the licensing of TSM products (b/a client, TDP, etc...).
