You just need a client license. Register the node on the TSM server and install the client on the Windows server.

Some articles I read say that if the software is for a server, you need to purchase the same software as if you were setting up a TSM server, that the client license is only for desktops. The IBM website talks about TSM EE and DR but does not mention this specifically. I have also heard that it depends who you speak to at IBM that determines your answer.
