I consulted the PDF manual. However I am not sure how to restore the entries:

The manual says that one should restore the data to the same directory the TSM 
was installed. Actually I installed the ISC and the IBM Tivoli Storage Manager 
- Administration Center. I got different users and passwords for those two 
applications. And of course I do now want to overwrite a whole directory but 
only those files which contain the specific user data.

Any idea?

on AIX Systems I found a script named:
/opt/IBM/ISC6011/Tivoli/dsm/bin/backupisc 

usage backupisc iscadmin iscadminspassword

this one generates the following:
/opt/IBM/ISC6011/Tivoli/stage/WebSphereConfig_2007-09-14.zip

restore script is also in 
/opt/IBM/ISC6011/Tivoli/dsm/bin/restoreisc

and here you will find something like that on your windows server .. (It´s
Chapter 18 Page 26 )

Hi

I installed the Tivoli Integrated Solutions Console and the Tivoli Storage
Manager on a Windows Server.

How can I backup the user credentials and the settings the user defined (for
example the userid/passwords, server connections, ...)?

If I would need to reinstall the TSM Solution I need to restore the user
settings for the console and the Storage Manager and therefore I need to
know which files I need to back up, or maybe how to create an export file
and later howto reimport this file.
