Michael - Henrik's advice is the best... It appears that you have a damaged Recovery Log, or at least one which is inconsistent with the database.
Unfortunately, TSM's architecture leaves the information you need to examine what happened to the log/db beforehand trapped in the database you can no longer look at because the server can't be started - Catch 22. But gather what info you can, from the Windows Event Log and perhaps other places, to provide info to IBM. Find anything which may have precipitated this, such as a disk failure or Windows crash. See if there is a dsmserv.err file in the server directory as the result of a server failure.
