How about the number of reports? I've split out the hourly monitor in to individual monitor reports so that the email notification has the report title in the subject instead of the generic "Hourly Monitor" and the TSM server name. So I actually have about 9 monitor for each of those 7 TSM servers.
And I've stopped/started the service several times. I actually have a Windows scheduled task to do a NET STOP and NET START on the report service daily. Used to have lots of memory leaks, crashes,hangs in the TOR. Just right now I don't have any report OR monitor that runs automagically.
