Yes as Bob said, Gresham's Clareti Backup Virtualization Storage Director does library consolidation where it can make multiple small libraries look like one or fewer libraries to TSM. This is also helpful if you have multiple de-dup boxes since it can consolidate them into one or fewer virtual libraries.
The opposite is also true where it can make one physical library look like multiple libraries for multiple servers while sharing the same physical drives and library across multiple applications. The other is that if a tape in Library 1 was requested to be mounted in a drive in library 2 the request would bomb, and the tape would be set to unavailable. The best way to move a storage pool is to create a new one that points to the second library, then set the disk pool to use the new tape pool as it's migration destination. Then you can at your leisure migrate the data from the old pool to the new. With all that, if there is a product that could make sure TSM doesn't try to mount tape from lib1 to a drive in lib2 that would be a neat thing.
