Gary, Sorry to hear that you are having issues with ISC.
If ISC is installed on a server within your intranet then I wouldn't worry as much about the certificate warning; accept it and move on. I would recommend you clicking over the "Getting Started" section right under "Tivoli Storage Manager" on the main page for the ISC. You will find all that you need to create server connections (Adding TSM servers to manage is a matter of giving the name of the server, the TCP Port and a administrative account with system privileges. For the health monitor, I believe ISC makes use of the ADMIN_CENTER account; this account is locked by default), storage devices, registering nodes and a lot of good stuffs. In my opinion, I find it faster and more practical to perform administrative tasks via the command line rather than via the ISC. One of the strong suit of the ISC is the ease to set paths from TSM servers to the library.
