Dispatch your Windows people to work on the fundamental problems with
that W2003 system, which has probably been much neglected and needs a
good defragmentation, and a good look at any virus scanning software
it's running, among other standard tuning measures.  The effect that
it's having on communal TSM backups are a symptom of its malaise.
Tivoli CDP may be a better backup approach for that system, which
should be evaluated.
