You can restore data by add following parametter to your BA Client dsm.opt file.
NODENAME TDP_NODENAME
DISABLENQR YES 

Then run following command

>dsmc restore {tdp filespace name}\ -su=yes c:\temp\

Look at the "TDPEXCC RESTOREFILES" command in the User's Guide.
It will allow you to restore the .EDB and .LOG files to your machine.
It does not require an Exchange Server.
