It may be that you need to define the "SystemRoot" environment variable, as mentioned in http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=6256268
It is also healthy to specify full paths to executables in such invocations,
rather than depend upon Path searching.
(Note that you are not accessing the TSM API; you are invoking the command line
client.)
