commvault, netbackup, networker, many others whatever you do, get quotes for the products including all features that you need and also calculate the size of the library that you'll need and the number of tapes etc. Also, with products that require a full backup once in a while, you maybe need more network bandwidth or more LAN-free agents, include those costs as well.
Then, there are the one-time costs of moving from one product to another: training, data conversion (any long term retention?)....
