Actually, if you have a running Domino server, you can get away with doing a restore without using the TDP.
We twilighted our student Solaris servers (moved to Gmail). While I did full, TDP based backups before the server was shut down, I also did flat-file backups of the NSF files/whole servers. Our Domino/Notes admin has successfully restored the flat files, defined/connected them to a test Domino server and then restarted the Domino instance. Then the restored database/mailbox was available for extraction of the contents. I don't know where it goes from there since I only handle the TSM/TDP side of the equation. That is one of the listed requirements. I seem to remember that you could get away with a partial install of Domino to supply some libraries. You will need to install the Domino software in order to continue, but I don't remember what minimum configuration you can get away with.
