James, I see a few things:
1. If you are running with Data Protection for Exchange 6.1.3, you need to install the TSM BA Windows client 6.2.2 (or later). This is shown here: http://www-01.ibm.com/support/docview.wss?&uid=swg21455755 2. Did you run the GRANT PROXY command on the TSM Server as the shown in the User's Guide?
