Thanks, David - we ran into this as well here, and this reply was a big help.
Looking back the installation instructions for the TSM client for Linux v5.5 and v6.1 show that TIVsm-API.i386.rpm is required for 64-bit systems, so this seems like an error that has crept into the latest documentation.
