Setting the library path offline and online didn't help. Deleting and recreating the library path also didn't help. At that point I decided to make sure the itdt test was still working. I ran that test from my personal Linux account, and it failed with a message indicating a permissions problem. I rapidly discovered that the /dev/IBMtape0 special file allowed read and write access for owner and group, and that neither my personal account nor the one used to run the TSM server code was the owning user or belonged to the owning group. I presume that the co-worker who ran itdt successfully yesterday was logged on as root at the time. Once the permissions were fixed I had no trouble defining the path to the drive. We are still trying to figure out how to ensure that the permissions will be correct after a reboot. If the TSM developers had written decent error reporting code I could have diagnosed the problem in two minutes rather than two days.
