One thing I've found with the TS3310's is that unless you turn off the
insert notification/prompt, when you put tapes in the I/O door the library
will prompt you for which library to reserve the tapes for. The default is
'SYSTEM', and unless you respond to the prompt on the front panel of the
library, the I/O slots remained unassigned and a checkin will produce an
error about the slot being inaccessible. If you only have a single logical
library configured you can go in through the front panel and turn the prompt
off.

Have you checked the status and configuration of the TS3310 I/O Station
using the library's Web User Interface?  There may be a physical issue with
it.
In TSM interaction with the library, element addresses should be as
