Hi db2das is the DB2 Administration Server and shouldnt be the root cause to why you cant start the TSM Server.
SQL1219N indicated that your DB2 instance has issues allocating memory (especially shared memory). Is the user you're trying to start TSM with a member of the DB2ADMIN group? Does the hung db2das service allocate alot of memory? How much free memory is available in the machine for use by TSM? Has any updates been done to the machine since the last restart (such as servicepack update)? Either something is broken (which is not very likely) or you have a memory issue in your TSM server.
