/tsmoptfile="D:\Microsoft\Exchange Server\Tivoli\dsm_daily.opt"
/config="D:\Microsoft\Exchange Server\Tivoli\tdpexc.cfg" /excserver=svr0008

looks ok, usually you do not need more than that to make it working.
