Cartridge Asssignment policy should allow different number sequences for each virtual library to stop any problems that you might see, that's what we do.
Also, checkin libvol xxxx search=bulk status=scratch checklabel=barcode wait=0 will do it... for scratch anyway.. change as appropriate!
