I am not sure for TS3310, but this is the procedure TS3200. What I do is to decrease with 
1 number of slots, and put cleaning in the last on 45 ot 47 ( I can not remember) and 
after that some where in configuration there is a check box "enable auto 
clean". Also if it is not done, set SMTP for notifications...
Normally if cleaning is needed you will receive something like this:

Attention : Drive Cleaning request

            Event Code:                      0x82 - cleaning request
            Drive number:                    0x03, 3

This message was generated automatically from
IBM      3573-TL

And do not check-in cleaner in TSM if auto-cleaning for library is enabled...

cleaning slot and there is no way to insert a cleaning tape because there are no cleaning

slot to free up an empty slot, does anyone know if there is a reboot of the library or
