I don't remember if you can shrink a DISK pool with DELETE VOLUME or not. I think so, but I won't swear to it.
Most people use DISK for short-term storage (overnight, typically) so they don't have to wait for the tape drives to keep up with incoming traffic and use FILE for longer-term storage; FILE is a relatively recent addition to TSM (last decade or so :-) ) that I presume you're using for your long term storage. If that's the case, I'm sure you can DELETE VOLUME on empty volumes to recover some of that space so you can use it for the active pool. Alternately, migrate all the primary data to tape (the new ONSITE pool!) so they're all empty. Restores would be relatively slow until you populate the active pool, but that might not be noticeable to anyone. Others probably have better ideas than me, but I wanted to speak up so you didn't cling too long to some misconceptions. (I'm no longer an active TSM administrator, so double-check all of my ideas before rushing too far too quickly.)
