Hi John, I have been having this same issue and your email prompted me to finally do something about it. The only difference is that I am running my server on P7 architecture (I am not using LDAP either) but I found the following link https://www-304.ibm.com/support/entdocview.wss?uid=swg1IC80341 which describes exactly what I was seeing.
The relevant part from the link is "...Make sure GSKit version 8.0.14.13 (or newer) is applied, then export the following environment variables: export ICC_IGNORE_FIPS=YES export ICC_TRNG=ALT ..." This worked a treat and I now have a less that 1 second connection time for my admin session - wish I had searched for this earlier!
