We use a configuration manager and deploy admin accounts (along with policy domains, schedules, scripts, etc.) from the manager. It works pretty well, although sometimes the deploy gets stuck in a funny state and requires the manager to be restarted. That's not a big deal since it has no backup nodes or storage of its own, and the managed objects are stored locally on the other TSM servers.
